20 abandoned buildings, monuments in Moscow want to make offices and hotels

The Moscow City Government is developing a project to rehabilitate 19 abandoned monuments and historic buildings, told RIA Novosti on Friday a source in the city administration.

According to the source agency, it is planned that the project will be implemented by JSC Mosstroyvozrozhdenie "together with the Bank of Moscow.

In 2010, the metropolitan prefecture at the request of the Mayor of Moscow conducted an inventory of dilapidated residential and nonresidential, in which were found 291 abandoned building. Most were resettled and poluotselennyh objects - 191 - was discovered in the Central Administrative District. Of these, 100 - are houses, 91 - nonresidential facilities. On the territory of the other administrative districts, except for the Southern District and Zelenograd, identified another 100 evacuated and partially evacuated the buildings.

According to the source RIA Novosti, a more detailed check showed that the 19 "ghost houses" are monuments or have signs of cultural heritage.

Initially, most of the real non-liquid intended to go on with the demolition of building up the liberated areas. However, as explained by RIA Novosti head of department property, Vladimir Silkin, builders have confirmed the feasibility of demolition of only 45 facilities from the list.

Another 121 are waiting for building repair and reconstruction, and 19 monuments and sites of historical buildings of scientific restoration.

Others abandoned buildings or are in private and federal property, or they are operating investment contracts for reconstruction.

Silkin said that already agreed in principle on the transfer of 19 emergency sites and historic buildings of "Mosstroyvozrozhdenie.

To do this, at the suggestion of the Supervisory Committee of the capital developed the following scheme: JSC Mosstroyvozrozhdenie "will issue additional shares in the amount of 7.785 million shares with nominal value of 100 rubles each. The Moscow City Government will buy the property the city all of the additional issue, making the payment of shares through an amendment to the authorized capital of the company property, that is, building monuments, the total market value of 778.531 million rubles.

Of the 19 historic buildings that are included in the list, 18 objects (among them House Okhotnikov on Prechistenka estate Razumovsky on Nikitskaya street, "House of caryatids in Pechatnikova lane and so on) are located within the boundaries of the Central Administrative District, one (a Cottage Levenson Chobotovskom lane) in the Western District. The representative of the city administration told RIA Novosti that the Chairman of the Board of Directors Mosstroyvozrozhdenie was elected deputy head of the Control Committee of the capital Rais Akhmadeev.

"Moskontrol with the Department of property is an ideologue and main curator of the project for the restoration of historic buildings," - said the source. Since the restoration of cultural heritage requires large investment and, at the present time "Mosstroyvozrozhdenie" is looking for financial partner.

Historic buildings, referred to "Mosstroyvozrozhdeniyu, plans to renovate a hotel or offices. At the sites with the status of monuments, all work will be carried out in accordance with the specification issued by the Moscow Heritage Committee, and in compliance with the security commitments.

According Silkina, investment in the restoration of monuments and their adaptation to modern use depends on the amount of restoration work and is about 1,5-2 thousands of dollars per square meter.
