Moscow from contractors need objects, not the speed of development money

This year, the Moscow authorities have tightened requirements on companies or contractors working on urban order. At the same time, volumes and rate of construction in the capital increase dramatically in the near future. The head of the Department of construction of the capital Andrei Bochkarev believes that the city will soon be able to complete the old « nedostroi ».

-Andrey Yuryevich, this autumn, Moscow authorities are completing construction of kindergartens, not dostroennyh fault of unscrupulous contractors. This required a special approach?

-To complete the construction of a number of kindergartens, we started only in October, because the contractors have not fulfilled their obligations. New contractors working on the construction of kindergartens in three shifts, seven days a week. Surrender all 24 sites we embrace at the end of December this year. But, despite the fact that it is a large, reliable companies, even to them that the pace of course requires excessive effort. Continuing in this mode, the people will not work.

-What do you do with unscrupulous contractors?

– Rastorgaem contracts. Actually, this is difficult because such firms are trying to prolong this procedure may not appear on: Court of session or just disappear, as three construction companies, which have long been looking for law enforcement authorities. As time goes by, because our Department as a public authority cannot finish abandoned objects, until terminated by legislation the contracts with the same contractors.

-And how much Moscow this year managed to break contracts with unscrupulous contractors?

– Since the beginning of the year terminated 24 contract, nine are in the courts. The process is very fast because the termination of a contract requires an average of about half a year.

-How many construction companies works on urban order as contractors and how many do you have a claim?

– We are working with approximately 300 companies, and about half of them we have criticism. Usually, problems occur on objects of the State, where the cost is low, since such trades can reach small and weak company. In kindergartens – is just a prime example, as in acute shortage. But similar difficulties may arise during the construction of clinics or schools. But in the construction or reconstruction of roads or other large objects with significantly less: too big bail out there.

-Another topic relevant to the Department of construction of Moscow, – is the reconstruction of the vyletnyh lines. Whether the contractors have started reconstruction of the Varshavki and Kashirki, the results of the competitions which have brought these days?

-Not afraid to bid on the vyletnym routes of unscrupulous contractors?

– Vyletnye line are complex objects, the price is not the sole criterion. Important confirmation of experience performing similar jobs, financial security principal. And if the price is the frames-10 billion roubles, the participant of the tender should make a pledge that he would sign the contract in case the winnings totaling almost 600 million roubles. -How will your plans, delivery within the framework of the reconstruction in the next year?

– In the first year of delivery will not be very widespread, because of a large amount of vyletnym lines of preparatory works. But still it would be tens of billions of rubles – not less than 35-40 billion, approximately 50-100 million roubles for a month.

You can start to build all the objects at the same time, neither complete, but spend money and account for it. But if, say, 100 kindergartens are built on 90%, you can visit their children? Can not. But the road was opened in September instead of December, and the people who live there and had known the difficulties, we are grateful.

-In terms of complexity, with a vyletnoj line you wait the most problems?

– They are all tough: as stated, the most difficult battle is the one that you have not yet won. But, apparently, the harder it will be on the roads, where the most difficult situation at Volgogradke, –, Leninskiy Prospekt Kashirka Street.

-A reconstruction of a line end in the first place?

– I think Leningradku will finish first, because it is almost entirely re-built stayed section from the Falcon before MKADa, and there a few problems. By Leningradke in general more in Be.

-Let's talk about hordah, which is planned to be built in Moscow. When construction of the North-Western chords, which began on the site We master plan of Moscow?

In a sense South rokada already exists from the perspective of the streets, but only up to Varshavki, and Kashirkoj it is not yet connected. -And will not result in the same Fourth ring road, only more square shape?

Indeed, the main problem with the fourth ring was that the preparation of the site had to spend 10 times more than it would be the construction of the highway.

In addition, the specificity of the ring road is that on average they go slower than separate roads. – Most likely will be interchanges between them. But unlike the Lord of the rings, the movement eventually will not be closed in the same path.

-In addition to the chords and reconstruction of vyletnyh lines, what other objectives to be attained in the field of transport infrastructure construction in Moscow?

– That you listed, – this is only the first steps. We will have to form a new cross-connection between the Moscow streets or expand existing ones. Also on the agenda not only reconstruction of existing roads, but vyletnyh and building new ones.

In particular, the new vyletnymi lines can become the southern and Northern farm Kutuzovsky Prospekt. It is possible that the new RADIUS will appear and in the East of Moscow.
