The Government has approved the issuance of regulations in 2010, grants for road repairs

The RF Government approved the rules for the granting of subsidies in the current year budgets of RF subjects to overhaul and repair of public roads and administrative centers of the RF subjects, according to a ruling issued on Friday at the site of the Cabinet.

According to the document, grants are awarded, inter alia, in the presence of RF subjects extract from a decision of the local budget, which contains information on the volume of funds for execution of expenditure responsibilities; approved programs (plans), overhaul and repair of roads.

The level of co-financing expenditure commitments of the subject of Russia, a source of financial security which is the subsidy shall not be above 95% and below 5% spending commitments.

The subsidy is provided on the basis of an agreement between the Federal Road Agency (Rosavtodor) and the highest executive body of state power RF subject for a grant. This agreement, inter alia, for the purpose of the grant, information on its scope, schedule a transfer, the liability of parties for violation of the agreement, the obligation of the highest executive body of the RF subject of an agreement for a grant from the local authority, said the rules of providing subsidies .

The agreement with the local administration provides, inter alia, information about the amount of funding overhaul and repair of roads, including through grants, the obligation of the local government to provide information about the presence of the approved project documentation facilities overhaul and repair of roads or the estimates of cost of these works or commitment to the local government to ensure the development and implementation of State expertise of design documentation (if such an examination in accordance with the RF legislation is mandatory).

The efficiency of subsidies is assessed on the basis of the target efficiency, as an increase in surface area of roads and structures on them, listed in the normative state, through subsidies, the document says.

Monitoring compliance with the conditions of the subjects of the RF grant by the Federal Service of financial-budgetary supervision and Rosavtodor, said the rules of grants.

As reported in May this year, the head Anatoly Rosavtodor Chabunin in an interview with Rossiyskaya Gazeta, the ongoing costs of maintenance of federal roads and structures on them in 2010 allocated 62 billion rubles, including the cost of repairs and renovations. At the same time the entire road network should be allocated 200 billion rubles.

He also noted that as of May this year, the current maintenance of federal roads require funds amounting to about 170 billion rubles, and if we talk about the needs of all Russian roads, the amount estimated 1 trillion to 1.2 trillion rubles.
