The architectural ensemble of "New Holland", located in the city center on an artificial island, refers to the monuments of federal significance. In the Petrine era, in 1730, on the island were built warehouses for drying and storage of ship timber. The modern architectural ensemble of the island was created in the XVIII-XIX centuries. Until recently, it hosted storage Leningrad naval base.

The authorities tried to reconstruct the northern capital, "New Holland" in 2006. Then in the competition won LLC "CT" New Holland "," Shalva Chigirinsky and Igor Kesayev. In their order of architectural firm of Norman Foster has developed a project to create a multifunctional complex with theaters, conference halls, galleries, hotels and restaurants.
